I believe all the crosslet 4's have a repunched 1 and 8, so the answer to your question is yes, thogh it is hard to determine from your pics.
Interesting die crack and what appears to be N/N on the obverse.
Can you provide a better pic of that area please?
"Dipping" is not considered cleaning...
