What is going on with the "I" in the word Liberty on this 1953 wheat, is this Machine Doubling?

Well it was hard to see so I had to save the picture and rotate myself. I hope Mike Diamond corrects me if I'm wrong but I think this might be a candidate for, I believe his term was, design creep. wait for more answers but I don't believe it to be a doubled die.

To me it looks like coin contact has moved the device slightly. Note how the LIB is slightly off center with the 'I'? That is what I see. The area that looks like the extra 'I' is the base for that letter, before it was pushed aside. PSD
