Actually I think technical grade is probably closer to AU-50, but I'm thinking those two rim dings might be enough to detail it.

It is an AU coin but would market grade down to VF35 or XF40 because of the rim dings and the scratch on the neck.

I agree with 45 and with the rim problems it should be 45 details.
