looks like this is a token given out at The Royal Mint in 2000, it is not a coin.

I believe this is from the 1999-P test token set.

Not a token given out by The Royal Mint (which is in Britain), it is indeed from the set referred to by CC-Ottawa, also given as souvenirs at The Royal Canadian Mint.
"Dipping" is not considered cleaning...
