NorthSideTy some body posted a coin here. about a month or awhile back. it had a similar tooling mark on that coin. I worked hydraulic pressing of wire. when we would get a jam up with the dies and the wire. we used a device that looked similar. it would free the jam up from the dies. plus push back on the piston. some one needs to ask the mint. what they use to free a jammed up coin in a die. that might be your marks. you should try to look for that other coin. that was posted here. just a thought
