Looks like there might be some damage on it. It does look a little slanted, it was punched in the die by hand.

They do get turned a little sometimes:

But as CC mentioned, they are punched by hand until 1989. In 1990 they were on the master dies from that point forward.

Well I think if I was doing it by hand mine would probably come out
the same way lol.
