2009 One Dollar Bill ( Is This Anything)

Hey all. While I collect coins and not paper currency I do check for starnotes. I have yet to find one, but I did get a dollar bill in change today that has a peculiar mark.

Thought I would get it checked here before I spent it on my morning coffee.

Bill isn't in the greatest condition.

Anyways here it is. Is this an error or did someone just use and ink dauber on it?

Appears to be an after printing stamp. Also note the small amount of ink found below the stamp.
