I'm don't think this is a DDO. Note on the 003 the weakness of the 6 in the date:

The marker from 'TED' on the reverse is a die crack on this coin and the marker is a die scratch that passes behind the device. You can see the crack flowing over that device.
Everything else look like a normal coin. The die state is just past MDS and now in the LDS early stages. The coin on coppercoins is well past the LDS headed for VLDS.
