The S21 is brass, diameter 20mm weight 8g, the thicker one.
The 9 W is brass, diameter 18mm weight 3g.

I have no idea what they are for or represent so any suggestions much appreciated.

Counter weights, probably from two different brass sets. There were hundreds of different manufacturers of these and I'm not recognizing them as any that have been discussed in the past. Perhaps someone that actually collects these can narrow it down.

They are coin weights. "21s" stands for 21 shillings - the denomination of the British gold guinea. "9s" likewise stands for 9 shillings - as Britain has not to my knowledge issued a gold coin with face value 9 shillings, this is probably a weight for a foreign coin.

The 9 shilling weight is for the Portuguese Escudos (Quarter Joe ) these coins were widely used in Britain in the 18th C
