The note is a hair off center, but very well within the BEP tolerance. Pretty much as long as none of the ink is cut off, it is up to par. I have one from the 60s where the back isn't even straight... still no premium.
The fingerprint could be there from anything... a mechanic handling money after an oil change comes to mind.
Sometimes design elements from the front show through to the back of the note, this is a normal occurrence and I believe is caused by the printing process.
Yes the part you have circled in the second picture is a normal part of the design for all pre-Big Head bills.
