Thought this was unusual. I cant see any evidence of PSD, But what do you think?

I think the die had some grease in it blocking part of the strike.

On the die LIBERTY is incuse not raised. So if it was a broken die You would have a big blob also known as a die chip between the E and the R.

I'm betting that that is a 1936-P Lincoln Cent. If so it is a fairly well known variety known as the "Broken R" cent. I believe the Hub Die had a broken leg on the R.

Quality controls were no where near what they are now. Possibly not seen until many made it through.

There are three varieties to this broken hub. The R has a missing leg which meant that it was hubbed twice with the broken hub. The R has a faint leg; hubbed once with the broken hub and once with another hub that does not have this defect. The third variety is a full legged R, hubbed twice with a normal hub.
