I wonder if this is caused by a slight amount of Grease Fill on the reverse die? All the devices appear flat and not rounded like they should be and wider like you would expect to see on MD. Note the 'T' on cent how flat it looks. See if that is the case on your coin. It would enlarge the three initials if it is that. (left side initials look normal)

These are the ones I have problems with. I have several shields from different years like this and didn't want to toss them without finding more info on them.

I live in Denver coinage country. Not much found on the shield cents from Denver yet.
