That is called a MAD coin. (Mis-Aligned-Die) The dies on the machine on the hammer die (this time the obverse) is not centered over the anvil die. (stationary die) When the alignment is not exactly correct, one side of the coin will look a bit off centered, while the opposite side will look normal. There become collectable when the devices fall over the edges of the die:
