This coin was in a box of inherited error coins with no notes. The edge seems off to me. is this a collar error?

That is called a MAD coin. (Mis-Aligned-Die) The dies on the machine on the hammer die (this time the obverse) is not centered over the anvil die. (stationary die) When the alignment is not exactly correct, one side of the coin will look a bit off centered, while the opposite side will look normal. There become collectable when the devices fall over the edges of the die:

Note on the reverse of this coin there is a weakness showing there on AMERICA. That weakness is because of the misalignment of the hammer die. Note the devices falling over the edge. That is when they become collectable.

Yours is not a collectable one, but some save them for reference material.
