It might be a stain or something on the coin like grease/glue/or something else? Hard to tell from the images provided.

Not a stain, I checked that first- this coin is no supper shiny that I can't get a good shot, it is raised but if you notice the brow seems to have taken a hit (look at first picture) and that is why I was wondering if it was the extra material from that location.

I'll see if I can get some better images.
