Yes it's an obv 2. There's a double chin, and the first jewel in the crown (all the way at the front) overlaps a bit of the bead. In an obv 1 the chin is well rounded and that jewel does not overlap the bead, only touches it.

Edit: As for grade, looks like it could have been an EF40, but it's been banged up pretty bad. Probably closer to a VF30
