Looks like they are both a little MAD. Wait on the experts though as I am still learning - and these get confusing - MAD, Off-Centers, Broadstruck, etc. The 73 may actually be a worn die issue.

It is a slight MAD (Mis-Aligned-Die). The hammer die of the machine is adjustable and the anvil die is stationary. The obverse die is slightly out of alignment. There is an issue with a fin on your coin, but circulation has flattened that area. Thus it appears you have two rims, but it is just the same rim altered a bit.
