I found what looks to be a new cent but is matte. Does anyone know what I mean? And/or have seen a cent that looks like this?

No it's not an early cent.

Maybe matte is the wrong word.
I think luster is a better word.
It's red like a new cent would be but it's not shiny.
I'm trying to capture in photos what I see but the led light makes it look "shiny" & no led makes it look dull.

A matte finish in today's standards would typically possess a satin finish, somewhat grainy with a non-reflective surface. I would say about 20% of today's mintage figures would fall under a matte finish.

Looks like plating bubbles/linear plating bubbles to me. Nothing new.

It's just a toned cent. It does look nice, though.

It is were a 1990 proof cent with the missing 'S', then the fields would be a nicer color, the devices would be frosted. It would look more like this:

Yours is just a business strike cent from Philly. ( no mint marks on cents from that location all throughout Lincoln Cent series)

The proof cent without the mint mark was missing the 'S' on the die. (which should have been on the design starting that year)

Looks like a unc. Cent nothing special the matte is just an impression your getting from the nw to se lines. \. It's a normal cent pretty red though

No although I do think it adds some eye appeal its just a plating issue. Not an error or anything. Keep looking you will find something.
