1976 Ike, Grease Filled Die, Unusual Die Scratch?

I recently picked up a Bicentennial Ike (from 1976 mint set) and the Philly coin has what looks like Grease Filled Die on the "l's" of Dollar. But on closer examination, there is a die scratch? that goes across the tail of the R in dollar. It is raised, but I am confused as it goes across the device. I then began to wonder if the die had been over polished (and scratched) instead of being grease filled.
So, here are the pictures for your opinions!

Based off the shadows, it looks incuse. Looks like an extremely small struck through.

I know it is difficult to tell from a picture, I have used my 7x loupe, and my camera with side lighting, the mark on the tail of the "R" in DOLLAR is raised. The picture shown was taken with two light sources. I would have assumed that it wouldn't have continued into the recess of the die for the device, that is what made it interesting to me.
