Well, it is silver (40%) so the melt is maybe $5. Otherwise it isn't worth any premium. Actually looks like environmental damage to me but I am no expert.
It looks to me just like the damage that happens when a coin is placed onto that awful red fake-velvet foam, that was commonly used back in the 1970s by numismatic re-packagers and mass-marketeers. That stuff was acidic and quickly caused the coins to tarnish in a very un-natural way, turning the high points and open fields black.
