Can you tell what the mint mark is?

If the scratches on the lower reverse are light, it might full grade Poor 1, assuming there's no trace of a mintmark

Just checked again in hand- no sight of MM and no noticeable scratches. I will post better pics tomorrow after school. Worth sending to PCGS?

IMHO , It won't make a lowball designation . But it's very close .

No pro on these, but imo hard to tell if there is/was a mint mark or not.

So, would this be worth it to submit this coin through a dealer to PCGS, through me to ANACS, or through my ANA submitters # to NGC?

There does not currently seem to be an active market for lowball Seated coinage, just because it is more commonly encountered than coins such as Morgan dollars. If you want to slab it to protect it, and get it certified, yes, but from a value standpoint, there is little or no added premium in a Poor grade.
