Note the color of the area in question? It is all the same color because it is flat and it reduces from the overall width of the coin. It is machine damage. The color change from light to darker is missing because of the flatness of that area. We see the color change on the contour of the devices. When it is missing, it is usually from MD or coin damage.
Most of the time on ONE CENT hub doubling is towards the rim. (above or below the normal location of the devices) Most examples I've seen it is that way. 1983P-1DO-001: Note the doubling increases the devices? In the coin I posted you see strong doubling literally. On the 1983P-1DO-002 the doubling is not as strong. But again note if it is in the same direction. Hope this helps.
