Not a dragon but a horse's head. I think this one may be from Carthage, 3rd century BC.

Corrections welcome; this isn't exactly my specialty area

I would attribute this as Zeugitania Carthage, Head of Tanit left, Horses head right AE15 2.15g

My only caution is because most of these that I have seen before are in the 17-20mm range. This therefore seems a little on the small side but given the irregular shape maybe it has lost some of the flan.
