5c 1940-D DDO? Or Am I Being To Hopeful

I was just looking through some of my coins and noticed that this 1940D nickel had some doubling. It doesn't look shelf like, but I can't tell weather it is reducing the devices. I can't find any pictures for 1940D DDO Jefferson nickels. Other opinions appreciated.

It is flat, shelf like, reducing the size of the devices so it is machine damage during the strike. If it were a doubled die, then the devices would be enlarged.
