There is a ridge/line starting from the right eagle's head, going up diagonally, and everything on the right side of the line is "overfilled" to describe it somehow.
It isn't a scratch, it's a clear ridge/rise in the metal and you can see in the second picture a bit better with the shadows (and how the detail vanishes at the edge). I can also see it with my magnifying glass. You can also see the space below both eagle heads, how the right space is filled more compared to the left.
How do you think this coin would be priced with this what appears to be a mint error?

Looks like a die crack. Value wise, hard to say - I don't think it would add too much of a premium.
