As a U.S. collector, I don't think that is true if you are using strict U.S. standards. EF in U.S. terms means very light wear with most of all of the mint luster gone. An EF-45 will have some mint luster in protected areas; an EF-40 will have no luster.
I would grade the half penny that started this thread as an EF with reservations coin using U.S. standards. There is some vertegras in the letters on the right side of the obverse and in some letters and the date on the reverse. If this stuff has gotten into the metal, that will lower the grade further to VF.
NGC graded this William III crown VF-35. That is pretty close using American standards. I could call it VF-30. Would this piece grade less than VF using British standards?
