From the pics it looks like a legit DDR. It does strike me as odd that EVERYTHING is doubled EPBU, One Cent, and the wheat stalks..
I do not see a 1938 DDR listed at the PCGS site (that only means they have never seen one)

thanks Roberthas, I check my Lincoln errors at coppercoins first and they show 4 different DDR's there.

Variety vista list three. The first two maybe close, but I can't see an exact match:

It sure would have been better if the Philly mint had always used a 'P' mint mark. Then the locations would have helped to ID the Philly DD's.
