the second coin is a quarter not sure about the blank one though, if it's even a coin.

to small to be a quarter to big for nickel, there's two layers of metal like it is a coin planchet but not sure of what

Just an observation from my personal experience, but when I saw it I immediately thought it was a knockout for an electrical box. The "tab" of metal holds it in place until it is knocked out by the electrician when wiring. May not be what you have, but growing up with an electrician for a father, that is what I see.

Electrical "knock out" for sure.
You can see the tab on it still which is a tell tale sign.
Also, it's 100% steel. Put a magnet on it, I bet you 100 knock out's it's steel.
