Any opinions on the grade and if it's worth sending away?

First of all I'm pretty sure this is a large date ,not small . 2nd, it's not in a condition where you would want to send it to TPG . 3rd, never hold a bu coin like that with your fingers . oil ,dirt, and fingerprints would mess it up .

It is MS65RB large cent now.
You can clean your finger print on the coin now by rinsing with acetone.
Otherwise, after 5 years, your coin will be MS60BN.

1960D small cent is worth the same as the large cent.
What you want is a more valuable 1960 small cent, which may worth $10.

Not going to happen. Unless you do it with in the day you do it. IMHO Even then it might be the kiss of death.
Fingerprints are a long term eyesore.
