I just removed this from Mint Cello today. It had that reddish tone starting, so I took a closer look. Interesting lines on obverse, relatively free of hits. Absolutely no steps on reverse, lol. One hit where the steps should be, interesting toning around the outside 2-6 o'clock.
Thoughts on grade, how the weak strike affect grade, how these streaks, spots, etc., toning occurred. Anything you want to add!

Nice mint cent find! Most of the 78's look like crap, this one is very pleasing for one of the worst Memorial cent issues.

EDIT - Based on my notes, the steps are normal. Starting in 1975 I believe the master reverse hub was trashed as all coins from 1975 to 1979 the steps basically gone. In 1980 they created a new reverse master hub reducing the fine detail in the steps down to the 8 step design. In 1985 the mint returned to the fine steps reverse.
