February 4th, 1996 .... I went to the bank to get change for my cash register and this was in with the others.

I would not call that a bday note. It doesn't read 02041996 or any accepted date format. Keep hunting tho they are out there. I've pulled about 30 from circulation over the years and about half have happy homes now.

I am going to agree with @GoldenChest and say I would not consider it to be a birthday note.
