Date On Straits Settlements 6c 10 Cents

I knew that when I bought this note it would be difficult to identify the date because of the condition. I was hoping that by scanning and zooming it would be possible but still cannot figure out the date.

The date is in 3 little circles around the crown. I know that the left circle is a 4. This seems to be the only readable number.

It is either a 08.04.1919 or 24.04.1919 or 06.04.1920

Any help would be appreciated. Perhaps by the position of the front over print or the prefix / serial number

ShareBear, this is a tough one! Can see the '4' but the other two digits are just a blur for me. You might want to contact your State Archives and talk with them.
Otherwise a TREMENDOUS note and the serial number is almost too good to be true; a RADAR. Congratulations !!
