How do you figure out the year?
I have no idea.
I suspect the die pattern will be different for each year's memorial design.

To find the date you would need to match the location of the rim Cud to a listing on CudsOnCoins. This would be hard because it might not be listed or be in a different die stage.

Don't worry about he year. Might be a Mints attempt to make an all purpose coin. No year so you can put it wherever you want.
OR you could use a permanent marker to add your own year.
Or be happy you found a decent error coin.
