If you stick with the generally accepted definition of token, I don't think that this would qualify as a token. There are a number of different designs on one side, Ted Hustead was the founder of the free ice water after he bought Wall drugs to promote the business. There are a number of the tokens,with assorted South Dakota attractions and wall drugs advertising on the other they also are in brass and a white metal alloy.
