It's a token, minted to commemorate the death of Tsar Aleksandr III. The date at the very bottom of it (October 20, 1894), was his death date in Russia's Old Style calendar. The translation (from Google Translate, as I don't speak Russian) is:

"The world mourns. Your faithful people shed tears. October 20, 1894."
