I frequently come across these halos around the devices. To me, it appears to be a surface that has been dipped/cleaned in the past, and has re-toned. I am not sure that I am right on this though, and would appreciate the opinions of others. To start with, CAC found the coin pleasing, coin is XF45 CAC. This is part of my source of confusion; Does CAC consider mild dipping to be acceptable, or am I off base, and the coin has not been dipped? I am confused when the halos are brighter than the rest of the field on a circulated coin. Thanks for taking the time to read!

Light halos are remnants of luster in the protected areas around the devices. Usually these traces disappear at grades below EF-45 (so the grade for this coin would make sense as an EF-45), though some series have exceptions where traces of luster exist down to the VF level (Capped Bust Halves come to mind).

The posted coin may have been dipped (I would like to see full images of both sides to make that decision), but the light areas are remnants of luster.

I had a recent conversation with John at CAC about dipping. In the 40's and 50's many coins were dipped and a lot of these coins have retoned. For example, a rainbow XF 45 one must assume that it was dipped because of the past practice of dipping. It is possible for a lustrous XF to tone rainbow without being dipped. Unless you know the history of a coin, your often making an educated guess about dipping. He also said that he could take a roll of uncirculated Franklin's and dip half the coins and the so called dipping experts could not tell the dipped coins from the coins that were not dipped.
