Always have trouble telling, either can't tell if the flare on the I is wide enough or can't decide the distance of the leaf... Anyone wanna take a guess ?

Sorry, it's not a mule. It's a NSF Far in my opinion -- the I is flared on the obverse and on the reverse the 9 is far from the rim is the easiest giveaway for me (the rim is also not as thick as for the near).
