1968-S Proof Washington Quarter, Machine Doubling Or Doubled Die

I'm almost positive that this is just Machine Doubling because it is shelf like and it makes the devices smaller, but it looks like there is a notch on the G of GOD and the second T of TRUST at the bottom right serif so I don't know. Also I don't know if Machine Doubling can happen on proof coinage. Any help would be greatly appreciated. If you'd like to see more pictures, just let me know, I have plenty more.
