I think it's a flaw that started out with the planchet itself.

I'd guess some kind of minor planchet flaw that intensified after a bit of corrosion. Reminds me of a Belgian coin I found in a "bad coins we don't need" bin last year (should really take a photo, it's a really weird PMD/flaw/whatever thing).

But from this kind of photo, it's hard to say.

I have a 3 Kopeck that has a severe chunk missing out of one side, where it looks like the planchet simply failed and broke off: it has been with me for 20+ years now.
