Die Clash? Die Polish Lines? 1946 Dime

Hi all,
I noticed what looks to me like a die clash on this dime.
Also the reverse is very scratched up, but I really wonder if they might be die polish lines.
I assembled that following course of events:
After the dies clashed, they mint employee looked at the dies.The obverse die is incused the entire center and not much is in it. The reverse is much worse, so they give it a polishing to file down the design......
What do you think?

BTW the reverse was nut behaving for my camera, so I only got a partial photo, but there are scratches, like the ones shown, all over it.

Looks like a clash too me, I have a bunch of 64's that also show the clash within the bridge of the nose too, like yours.
