1976 as the USA Bi-centennial and there were sets of cents stamped with outlines of the 50 states, these were made aftermarket, so this is not a mint error. I am not sure which state that is, probably somewhere east coast.

They are pretty cool novelties, I found an Idaho one about 6 months back and then just in the last week another one from North Dakota.

These were created any year.
1976-Error-Coin-Or/Man-Made-Error
They were struck onto a set of cents by a punch for each State. You find them sometimes in circulation. The outline is incuse because the punch has these design raised on it. PSD
