Both of these coins were pulled out of a unopened roll the one on the left was finished the one on the right was not what is the one on the right called?

It looks like it was never polished it's not shining like the rest of the coins.

There is no "finishing" process, the US Mint does not polish business strikes. It appears that your coin has simply oxidized/tarnished.
