Is this doubling on the bay floors and remanents of a column in the 7th bay?

The mark on the bay of 7 is the normal line on the 8th column to show depth of the image. The mark on the center of that bay is a die scratch.

Just for clarification: the lines pointed by the arrows...I've cleaned it extensively, it's raised. And second picture arrows the floor of the bay's...is that normal?

That doesn't match anything on the hub that created it, so it couldn't be a doubled die. The bays are the outside edge of the die and can be scratched during polishing, or damaged with a gouge during handling because they are the same height of as the fields.

There was a DDR that was listed with doubling on the floor, but it is also noticed on the top of the planter as well on a 1999 cent.

But the 1999 & 2004 DDRs were just on the Denver mint coins.

Well, at least it is a 2004 Denver...it has that going for it. It's not the greatest quality coin for sure. Getting a zoomed in image of the plantar is not so easy...here are a few different angles.

E-PLURIBUS-UNUM. That is where the DDO shows on the cents this year.

Looks like this is not a DDR on the EPU. I would keep this coin safe nor now. It maybe too minor to list, or someone might list it. I save them to keep from kicking myself later after throwing them back. (only costs a cent to keep it)
