It appears to be under weight, struck on a thinner planchet.
It should weigh 7.1 grammes, and be 25.9mm diameter.

25mm on the dot and I don't have a way of weighing it at the moment :(

Would this type of coin be worth any premium?

If it's underweight, then my assumption would be acid damage, rather than a mint error.

But if you look at the obverse (side with the queen) whatever is going on there is in the planchet not PMD as well idk

Altered outside the mint. The radial lines on the obverse could not have been produced in a coining press. This may have been treated with acid as part of the alteration process.
Error coin writer and researcher.

@mike, looking closely at the coin, the radial lines are underneath the design, could this happen from PMD? I would agree unconditionally if it were on top of the design, but that is not the c ASE
