A defect in the minting coin 2 Euro dedicated to the Olympic Games in 2004 on the hips athlete metal protrusions. How often do you meet similar coins?

It looks like small die chips. This happens quite offen, for some reason mostly on Netherlands, Belgium and Austrian coins of lower denominations. I have some die chips on CC's too, but they are rarer, becouce the mintages are lower.

how often do occur repeats this defect? and there is a general repeats of such defects?

It's not uncommon to have such 'defects' on Euro coins of any denomination. I have quite a few of those, in different grades of intensity. I'm not sure if I share the opinion of Dagaz, as I have found them on many different coins from different countries.
