It does indeed seem similar to some Iberian issues with Pegasos reverses from Untikesken - Emporiae.

Your coin is very similar to Sear# 15 as Bob states is from Emporiai, yours however appears to have a legend while the reference coin does not. Could be a later issue.

Something like this one:
