It does look cleaned for me.
Just an FYI: I stopped buying form these guys quite a while ago. Their pictures are always over-exposed like this one's and it tends to not show the coin properly, IMO.

yes, it looks cleaned. GSC will stand behind it if it is not genuine you have littlee worry there. GSC sells a lot of problem coins. Many (but not all) of the raw coins that GSC sells on ebay are problem coins. As you asked the question I will assume that you are not comfortable in your knowledge of this series and advise you to tread cautiously when dealing with GSC.

I would suspect it has been dipped. There is no toning in the protected areas around the coin's devices.
And I wouldn't be surprised if it's been photoshopped.

I am of the opinion they have filtered this into a black and white image, which will affect the coloring you see, and that could very well cover up a problem coin. Actual color photos would be very helpful.
And that die clash is rather impressive in this photo!

GSC has delivered some gems to me in the past. The key to their coins that are NOT problem free is in the description. They will post key words like "GEM BU++" or "AU ++" etc... when its a legit surface coin. they know what they are doing when it comes to problem free versus not so much and are actually honest in their call outs in the auctions description. I would venture to say this coin is not cleaned and due to their consistent photography, for better or for worst, it might just appear a bit on the bright side.
now my one warning for GSC are the shill bidders and they have PLENTY of those. you have check the bidding activity and when you look deep you will see what auctions are shill driven.

I have seen pics of other coins by this seller look the same way. I think it is the way they take their pics, it has kept me from purchasing from them though.
