Obverse @ 2 o'clock position, "QUE". Reverse, also @ 2 position,"EMENTS". Large"1" reverse center.11 o'clock reverse, "RATIA". Maybe portrait of young Queen Victoria Obverse. Copper or Bronze.

I think your's: 'RATIA' is 'RAITS' in 'STRAITS' word...
Am I right ?
