As the title says I found his 2015 Philadelphia minted 2015 ATB Blue Ridge Parkway Washington quarter in a mint roll I acquired directly from the US mint.

I do not recall if this coin was on either end of the roll. However, I was going to write it off as PMD. But something about the obverse and the uniformity struck my eye. The obvious uniform circular disturbance roughly seems to match the inner circle of the reverse framing of the Blue Ridge Design.

The comments are my ideas, to see if I am on the right track, and are questions not statements of fact. Errors are not my speciality which is why I come to y'all.

"Normal" Blue Ridge Parkway Quarter for reference.

Closer view of "Liberty" that shows the lack of flow lines on the "normal" coin that as compared to them being present on the suspect coin.

Correct. The roll has one open end on them and the roll is filled. Then a crimper closes the open end. That process damages that coin on the roll. Depending on how tight it is wrapped, the more damage is inflicted.
