I took a look and I don't think the HP is doubled. But I am not that familiar with DHP on non-dollars.

FYIs, here is a link to an ICCS MS-62 1943 50 cent I sold recently. Notice the incomplete strike on the reverse at the top left of the coat of arms. The OP coin is fully struck, better lustre, slightly less marks.
