How common are these & how do they ever make it out of the mint ?

Prior to 1995 (I think) they were put in bags of $50.

2001 was the first year of the pallet bags that were sent out to the rolling stations. Very easy to find the 1999 off center cents.

Do you mean the rejected coins were sent out to be recycled?

Not sure how common they are, but they certainly aren't rare or even scarce, especially with no date showing.

I mean before the mint started using the balistic bags they used bags that held $50. You could buy an unopened bag from the bank any could in theory find errors like the off center strikes. Now if off center coins even make it out of the mint,the rolling companies catch the errors.
